Function nextPeerTalkTickSeconds

Returns the next peer-talk billing delay in whole seconds, inclusive of PEER_TALK_TICK_MIN_SECONDS and PEER_TALK_TICK_MAX_SECONDS.

Pass a deterministic random (returning [0, 1)) in tests.
